In a bowl, combine brown sugar, chili powder, parsley, salt, garlic powder, black pepper, cumin, onion powder, and paprika. Use a fork to mix and break apart any large clumps.

Coat both sides of the ribs with the spice blend.

Place a steam rack inside your pressure cooker (like an Instant Pot). Add water and cider vinegar to the bottom of the pot.

Gently place the ribs into the pot, curling them around the edge. Secure the lid and lock it. Set the pressure cooker to high pressure following the manufacturer’s instructions, and set the timer for 25 minutes. Allow 10 to 15 minutes for the pressure to build up.

Carefully release the pressure using the quick-release method as per the manufacturer's instructions, which should take around 5 minutes. Then, unlock and remove the lid.

Position an oven rack about 6 inches from the heat source and preheat the broiler. Line a baking sheet with aluminum foil, then place the ribs on top. Brush with barbecue sauce.
