Instructions

In a large saucepan, heat 1 tablespoon of olive oil over medium heat. Add the garlic and chopped onions, cooking for 5 minutes and stirring occasionally. Then, add the bell pepper, chili powder, ground annatto, chili flakes, cumin, and cinnamon. Continue sautéing for another 2 minutes.
