The festival traces its origins to the early 20th century. In 1915, a Russian named BelaKov organized the first Ice and Snow Festival in Harbin to celebrate winter and bring the community together. It ran annually until 1930, but World War II caused its cancellation until it was revived in 1985. Since then, it has been held every year in January and February.
