Visiting Hawaii During Covid-19: Essential Travel Information You Need to Know

Hawaii’s entry guidelines for international visitors now follow federal regulations, which began on November 8, 2021, mandating that all non-citizen, non-permanent resident international travelers aged 18 and older be fully vaccinated.
US citizens and legal permanent residents do not need to be fully vaccinated to enter.
Although the CDC still advises those aged 2 and older to wear a well-fitting mask on public transport, masks are no longer mandatory on planes, trains, or other public transit systems.

As of November 8, unvaccinated travelers from overseas are not allowed entry, with very few exceptions. One such exception is for unvaccinated children aged 17 and under.
American citizens can still visit Hawaii, regardless of their vaccination status.
What Are the Current Restrictions?
Hawaii ended its statewide indoor mask mandate in late March, coinciding with the expiration of the Safe Travels program.
All intercounty travel restrictions have been removed, so there's no need for pre-travel testing or quarantine when traveling between the Hawaiian islands.
What’s the Current Covid Situation?
As of September 21, Hawaii has reported approximately 343,000 cases and around 1,680 deaths. The state's Covid-19 numbers per capita are relatively low compared to other U.S. states. Hawaii also maintained some of the strictest travel policies during the peak of the pandemic.
What Can Visitors Expect?
Statewide restrictions on social gatherings, dining, bars, gyms, and other public venues were lifted in December. All county-specific regulations have also been removed.
The Safe Access O'ahu program, which required proof of vaccination or a negative Covid test to enter businesses like restaurants, bars, and gyms, was discontinued on March 5.
Maui County revised its policies on February 21, removing the vaccination and testing requirements for indoor public spaces.
Hawaii also runs the statewide Malama Hawaii initiative, which encourages visitors to contribute to the local community and environment.
