Instructions
Place the cubed potatoes and garlic in a large pot, adding enough water to fully submerge them. Bring to a boil on high heat, then lower the heat to medium-low, cover, and simmer for about 20 minutes, or until the potatoes are tender.
Preheat your oven to 375°F (190°C).
While the oven heats up, cook the ground beef in a skillet over medium heat. Once browned, stir in flour to combine with the beef drippings. Add beef broth, ketchup, vegetables, salt, and pepper, mixing everything together. Let it cook for about 5 minutes until the sauce thickens. Then, transfer the beef mixture to an oven-safe casserole dish.
After draining the potatoes, mash them slightly, then stir in 1/4 cup of grated cheese and sour cream. Continue mashing until smooth and creamy.
Spoon the mashed potatoes over the meat mixture, spreading them evenly from the center of the casserole to the edges to form a smooth top layer. Sprinkle the remaining 1/4 cup of grated cheese over the potatoes.
Place the casserole in the oven and bake until the cheese melts and turns golden brown, about 20 to 25 minutes. Let it cool for 15 minutes before serving.
