Instructions
Preheat your oven to 425°F (220°C). Lightly grease two 12-inch pizza pans.
Prepare the sauce: In a medium bowl, combine water, tomato paste, oregano, basil, garlic powder, onion powder, sugar, salt, and pepper. Whisk until smooth and set aside.

Make the dough: In a large bowl, mix 2 cups of flour, yeast, sugar, and salt. Add warm water and oil, stirring until combined, about 1 minute. Slowly incorporate the rest of the flour, a little at a time, until the dough becomes soft and sticky.

Turn the dough out onto a floured surface and knead for about 4 minutes, until smooth and elastic. Add more flour if necessary. (If you're using RapidRise yeast, allow the dough to rest, covered, for 10 minutes.)
Split the dough into two equal portions. Lightly dust your hands with flour, then flatten each dough ball onto the prepared pizza pans.

Spread the sauce over the dough, then sprinkle with cheese and top with pepperoni.

Place the pizzas in the preheated oven and bake until the crusts are golden and the cheese is melted and bubbly, about 18 to 20 minutes. Halfway through, rotate the pizza pans between the top and bottom racks.
