In a small bowl, mix together salt, marjoram, rosemary, garlic powder, onion powder, black pepper, and paprika. Rub the seasoning blend generously over the roast, ensuring all sides are coated.

Pour oil into the preheated pot. Allow it to heat for 30 seconds, then add the roast, making sure not to move it. Let the roast sear for 3-4 minutes on one side, then flip it and sear the other side for 3-4 minutes. Repeat the process until all sides are browned, which should take about 15 minutes in total.

Secure the lid and lock it in place, setting the vent to the sealing position. Follow the manufacturer's instructions to select high pressure and set the timer: 60 minutes for a 3-pound roast or 80 minutes for a 5-pound roast. Allow 10 to 15 minutes for the pressure to build.
Allow the pressure to release naturally for 10 minutes following the manufacturer's instructions. Then, carefully release any remaining pressure using the quick-release method, which should take about 5 minutes. Unlock the lid and remove it.
Transfer the roast, potatoes, carrots, and onions to a serving platter.
Pro Tip
If you're using baby carrots, reduce the cooking time by 10 minutes and omit them from the pot at first. After the pressure cooking is complete, add the baby carrots and cook for an additional 10 minutes.
