Preheat the oven to 350°F (175°C). Lightly grease a 9x13-inch baking dish with cooking spray.

Bring a large pot of salted water to a boil. Cook elbow macaroni in the boiling water, stirring occasionally, until tender but still firm, about 8 minutes. Drain the pasta.

In a bowl, whisk together the milk and eggs until well blended.

Layer half of the cooked macaroni in the prepared baking dish, then top with half of the shredded Cheddar cheese. Repeat the layers. Pour the milk-egg mixture over the top, filling the dish about three-quarters full. Sprinkle salt evenly on top.

Bake in the preheated oven until a knife inserted in the center comes out clean, about 1 hour.
