Cooking Instructions
In a large skillet, cook the ground beef over medium-high heat until browned evenly. Drain the excess fat, then combine the beef with refried beans, oregano, cumin, and garlic powder in a large mixing bowl.
Begin by placing four uncooked lasagna noodles at the bottom of a 9x13-inch baking dish. Spread half of the seasoned beef mixture over the noodles, then layer with another four uncooked noodles and the remaining beef mixture. Finish by topping with the final layer of noodles. In a small bowl, mix together water and salsa, then pour this mixture evenly over the layered noodles and beef.
