Instructions

Heat vegetable oil in a large saucepan over medium-high heat. Add quinoa, onion, bell pepper, and garlic; cook, stirring frequently, until the onion is softened and the quinoa is lightly toasted, about 5 to 10 minutes.

Stir in water and tomato sauce, then season with chili powder, garlic powder, and cumin. Bring to a boil, then lower the heat to medium-low. Cover and simmer for about 30 minutes, or until the quinoa is tender and the liquid is absorbed, stirring occasionally.
