I went to have breakfast at Hoei Ryokan in downtown Fukui. This amount is amazing for 1000 yen. You can get any refills of rice, and when you get a second helping of Fukui Prefecture Momi Wakame, I get it, and it smells crispy and is very delicious. The staff was very friendly and asked me, "Are you full?" on the way home. The restaurant was small, but it was clean and the morning light made it feel very nice. PayPay could not be used for breakfast, so cash was the only option.

Anyway, it's too far from Fukui Station, so I've removed it from my list of accommodation options. I've heard that the landlady is a nice person, but I'm still disappointed in the distance.
