Preheat your oven to 375°F (190°C) and lightly grease a shallow roasting pan. Cook the instant rice according to package instructions.

In a large bowl, combine the ground sirloin, ground round, egg, diced onion, green pepper, mushrooms, and cooked rice. Season the mixture with garlic powder, salt, and pepper to taste.

On a clean surface, lay out sheets of wax paper that are approximately 1.5 feet long and 1 foot wide. Place the meat mixture onto the wax paper and flatten it into a large square about ½ inch thick (thinner is better). Sprinkle with garlic powder, then layer with parmesan cheese, spinach, ham, salami, and Swiss cheese. Using the wax paper, roll the meat mixture tightly, peeling off the paper as you go. Tuck in the ends to seal the meatloaf and, with oiled hands, shape it into a loaf. Transfer the meatloaf to the roasting pan, removing the wax paper as you go.

Bake the meatloaf in the preheated oven for 1 hour and 10 minutes, or until the meat is cooked through and the juices run clear. Let it rest for 15 minutes before serving.
