Prepare the mashed potato topping: Place peeled potatoes into a large pot and cover with salted water. Bring to a boil, then reduce the heat to a simmer for about 15-20 minutes, or until fork-tender.

Meanwhile, prepare the turkey filling: Heat olive oil in a pan over medium heat and sauté the onions until they become soft and translucent, about 5 minutes. Add ground turkey, mushrooms, carrots, parsley, garlic, bouillon powder, and thyme. Cook and stir for 5-7 minutes until the turkey is fully cooked. Season with salt and pepper, then sprinkle in the flour and cook for another minute. Remove from heat and set aside.
