Fill a large pot with lightly salted water and bring it to a boil. Add the vermicelli noodles and return the water to a boil. Cook the noodles uncovered, stirring occasionally, until tender but still firm to the bite, about 3 to 5 minutes.

Fill a large bowl with warm water. Briefly dip one wrapper into the water for about 1 second to soften.

Place the wrapper flat on a surface; arrange 2 shrimp halves in the center, followed by a portion of vermicelli, lettuce, mint, cilantro, and basil. Leave about 2 inches of space uncovered on both sides.
