Norway is now on the list of countries that no longer require travelers to quarantine

As of January 26, the Norwegian government has eliminated its quarantine requirement, following advice from the Norwegian Institute of Public Health.
Before the quarantine mandate was lifted, visitors arriving in Norway from areas with high COVID-19 infection rates were required to quarantine for 10 days unless they had a valid COVID-19 certificate or had recovered from the virus. They could end their quarantine early only with a negative COVID-19 test taken at least three days post-arrival.

Currently, travelers with a COVID-19 vaccination certificate must register online before entering Norway and undergo a COVID test upon arrival. Those without a certificate are also required to take a COVID-19 test prior to their departure to Norway. All travelers lacking a verifiable digital vaccination certificate linked to the EU's platform (CDC cards are not accepted) must pre-test.
Current COVID-19 Overview
According to the Norwegian Institute of Public Health, only 7% of travelers entering the country lacked a COVID-19 certificate, accounting for just 4% of coronavirus cases, indicating that the quarantine policy had minimal effect on Norway's COVID-19 landscape and hospital resources.
"I concur with the Norwegian Institute of Public Health that given the low percentage of confirmed COVID-19 cases among travelers without a COVID-19 certificate, and considering the current pandemic situation in Norway, it's time to revise the travel quarantine requirement," stated Minister of Health and Care Services Ingvild Kjerkol. "Eliminating travel quarantine will facilitate a faster reopening of society by easing entry into Norway."
"A key reason for advocating the removal of the travel quarantine is the necessity to view transmission quarantine and travel quarantine as an integrated issue," she further explained.

COVID-19 Entry Guidelines

All travelers aged 16 and above must register no later than 72 hours before arriving in Norway. Upon completing the registration, travelers will receive a receipt that must be presented to border police. Unvaccinated visitors are also required to show a COVID-19 test result prior to their arrival. If visitors experience symptoms while in the country, they are obligated to get tested and isolate if their result is positive.
The Norwegian government intends to review entry restrictions, including border testing protocols, and will share its conclusions in early February. Quarantine measures may be reinstated if the infection situation evolves or if a new virus variant necessitates stricter protocols.
Further details can be found on the Norwegian government website.
The U.S. State Department has issued a travel advisory for Norway at Level 4: Do Not Travel, while the CDC also rates the country at Level 4: Very High Level of COVID-19.
