Hawaii is set to remove all restrictions on inter-island travel.

As of July 8, 2021, Hawaii will end all restrictions on inter-island travel, as confirmed by Hawaiian Airlines.
Travelers moving between the Hawaiian Islands will no longer need to meet travel requirements, such as pre-travel COVID-19 testing, vaccinations, or quarantine.
The removal of inter-island restrictions follows Governor David Ige's June 24 announcement about eliminating pre-travel testing and quarantine for fully vaccinated domestic travelers, anticipating a 60 percent vaccination rate.

Travel restrictions remain in effect for those arriving in Hawaii from the continental U.S. Vaccinated individuals must upload their CDC vaccination card to the Safe Travels Program and present the physical card upon arrival, in addition to filling out a mandatory health questionnaire via Safe Travels. Fully vaccinated travelers can skip the mandatory 10-day quarantine after 15 days of being fully vaccinated.
Unvaccinated travelers who prefer to avoid quarantine can do so by obtaining a negative COVID-19 test from an approved testing provider before their trip and uploading the results to Safe Travels before boarding their flight to Hawaii. If they do not comply, a mandatory 10-day self-quarantine will be required.
Starting in July, the capacity for social gatherings will increase to 25 people indoors and 75 outdoors, while restaurants will be allowed to operate at 75% capacity.
"We expect to reach a 60% vaccination rate around July 8," said Ige in a statement. "Our community has put in a tremendous effort to get here, but we must continue our work. Please get vaccinated to safeguard yourselves and your families. We are nearing a 70% vaccination rate, which will lift all restrictions and allow us to return to normalcy."
Masks are still mandatory at airports and during flights.
