The UK is reopening its doors to vaccinated Americans, but will this change be lasting?


Starting at 4 a.m. on August 2, England will permit fully vaccinated travelers from the U.S. and EU to enter without needing to quarantine.
This announcement was met with enthusiasm from the travel sector on both sides of the Atlantic. Traditionally, August is one of the busiest months for travel between the UK and the US, yet this summer has seen only a small fraction of the usual traffic due to strict restrictions for visitors to both nations.
But could this signal a permanent shift towards normalcy?
On July 19, the United Kingdom celebrated its much-anticipated "Freedom Day," when it lifted most social distancing rules in England. This decision is being carefully observed by other nations, as it represents a considerable risk while the world continues to contend with the pandemic.
Prime Minister Boris Johnson believes that the U.K.'s high vaccination rates have permanently broken the link between COVID-19 infections and hospitalizations, asserting that the worst of the pandemic is behind the nation. He argues that if England does not fully reopen now, during the summer when people can enjoy the outdoors, it may never happen.
Freedom Day arrived amidst concerningly high rates of new infections driven by the highly contagious delta variant, which is believed to have entered the country from India before it was added to the U.K.'s travel ban "red" list.
You may be asking why Freedom Day proceeded despite these alarming case rates. On July 19, new infections were in the tens of thousands, yet daily virus-related deaths remained in the double digits, a stark contrast to over 1,000 per day during the January 2021 peak.
While infections are high, fatalities remain remarkably low for a nation with nearly 68 million residents.
After a brief uptick in new cases following July 19, the numbers have consistently declined over the past week, dropping from an average of 47,114 per day on July 21 to 29,703 on July 28 (based on a seven-day average). This decline coincides with the full reopening of nightclubs and increased socializing among Brits, largely without restrictions.
Boris Johnson has affirmed that Freedom Day marks an irreversible shift toward a post-pandemic existence, although the delta variant has shown that the future of the pandemic remains uncertain. Currently, scientific data reassures the British government that vaccines administered in both the U.K. and the U.S. offer sufficient protection against COVID-19 and its known variants, including the concerning delta variant. This confidence has prompted the U.K. to allow fully vaccinated Americans to visit without the need for quarantine.
Nevertheless, should the delta variant or a new variant trigger an unexpected rise in infections in the United States, especially among the fully vaccinated, the U.K. might reconsider the quarantine exemption for American tourists.
As witnessed with India earlier this year, a significant surge in infections in the U.S. could lead to the country being placed on the U.K. government's feared red list, resulting in a ban on non-Brits entering the U.K. from the U.S. In such a scenario, returning British citizens would face costly mandatory hotel quarantine for 10 days to curb the spread of infections in the U.K.
